Anyone can be born in a Leap Year.
A Leap Day baby was born on Leap Day.
Some Leap Day babies like things that reflect their Leapness
like the year they were born. So something like:

The toys below are the prototypes of what we want to produce. We need the funds to
produce these toys so children of any birth date can play with them. We need $8,000.
to produce the first batch. If you would like to make a donation of $8,000. to our cause
We will name you Honorary Leap Day Baby, and add you to our website. Plus, you will
have the joy of providing a really cool toy, that is unique and fun, and educational too,
to children everywhere.

His Royal Leapness
He spreads Leap Year Day Awareness with his LEAP HAPPENS button.
He's about 12+ inches high. He will be a plush.
  
                      
The above is the prototype of the LeapStork. She'll be a beanie-type.
She delivers Leap Day babies, giving the regular stork a day off.

Both toys are very cuddly.
